What is the rationale behind the minimum of 35 hours per week required to qualify co-op positions as being full-time?

The decision is based on research regarding current practice of accredited programs and discussion at Accreditation Council meetings, where it was determined that the minimum desirable amount of time for students to benefit fully from the work term is 35 hours per week.
